Sign-up Process for Rural Water & Wastewater

Water Sign-Up Process

(See Construction Process under Project Development tab for more details) 

1.
Submit a sign-up form along with your partial payment of $650 for the $150 activation fee and the initial $500 portion of the installation fee.

 

2.
Once the sign-up form and payment have been received, you will be placed on the construction pending paperwork completion list. We will determine and communicate with you your total installation fee amount based on either existing water mainline pipe parallel to the property (service only) or the need for ILRW to construt additional water mainline pipe in order to provide you service. New sign-ups, pay a portion of the installation fee for construction, and the remaining construction expenses are expected to be paid by the funding package, when an active funding package is available. When the mainline is parallel to the service address, the installation fee is currently $1,500. When additional mainline is needed to bring water to the service address, the installation fee is typically $4,500 as ILRW reviews various factors based on need and location.

ILRW will create the necessary documentation to mail to you for signature. For documentation, you will receive a Water Services Agreement and Service Line Easement to sign and return to ILRW before a preliminary routing will be scheduled. If a Mainline Easement is needed, it will be sent to you and adjacent property owners at this time as well.

 

3.
Once the documents are signed, an ILRW representative will contact you to schedule an appointment to go over the route of the service line, preferred location of the meter/pit, and give a time frame for an approximate installation date.

 

4.
Once all the required paperwork is in place, and the installation fee is paid in full, ILRW will place your service installation in the construction queue, and notify you of the anticipated installation date prior to construction.

 

5.
A construction crew will install your service line and meter/pit. ILRW personnel will inform you when work is completed. Monthly billing will begin on the date construction is completed and water is made available to you.

 

6.
You will need to schedule a plumber to make the final connection in the house.

 

 


ITEMS NEEDED TO SIGN-UP FOR RURAL WATER

1. Sign-Form with Payment of activation & installation fee.

2. Signed Water Services Agreement & Water User Statement.

3. An easement for service.
An easement is a legal document that allows us to dig in a water line on your property.

4. Routing/preliminary construction appointment.

5. Mainline extension, if necessary, for the project.

May include Mainline Easements, DNR permits, DOT/county road permits

 

 

 


Wastewater Sign-up Process

1.
ILRW is contacted by a city council, county or regulatory agency, or property owner interested in service at a community with an ILRW wastewater system in operation.

If ILRW already operates a wastewater system within the city where you're wanting wastewater service, please contact us for the sign-up process to install your service to the system.

 

2.
ILRW assists the city council on funding applications, hiring an engineer, and starting the permit process. If a property owner interested in service of a community already in operation of an ILRW wastewater system, the property owner is responsible for the capital cost of the new service.

 

3.
The city partners with ILRW through a 28E agreement and city ordinances are set.

 

4.
ILRW and the city finalize a funding package, work on a system design, regulatory permits, mainline easements, property purchase, environmental clearance, county permits, and all other regulatory or funding requirements.

 

5.
ILRW keeps members informed of progress with newsletters and meetings throughout the process. 

 

6.
Residents are required to pay the wastewater activation fee of $25.00, sign a Wastewater Services Agreement, have a preliminary basement inspection, and routing appointment with ILRW. 

 

7. Before beginning construction, ILRW must receive a Notice to Proceed from funding agencies. Once the Notice is received, ILRW orders construction materials.

 

8. ILRW will call in locates to One Call in order for all of the customer's providers utility lines to be located and marked. (A 48-hour notification is required to these agencies before digging may begin)

 

9. ILRW begins construction by installing the treatment, discharge, and collection system and finishes up with the service line and structures for all residential and business properties within the city.

 

10. Once the service line and structures are installed, ILRW will fill in the trench. A mound of dirt will be left on the trench to allow natural settlement to occur over the next year. ILRW will return to do maintenance work on any necessary public right-of-way repairs and damaged concrete structures.  If there is aggressive settling of the service line trench of 18” or more, ILRW will fill in the trench. If a mound of dirt still exists on the trench or seeding needs to take place, the customer will be responsible.

 

11. ILRW will inform you when your new wastewater system is installed and ready for use.
