Sign-Up Cost
If the service address is located within our existing service of northwest Iowa or the southern portion of Jackson County, Minnesota, the sign-up cost is determined by the active funding package at the time. New sign-ups will pay a portion of the installation cost for construction, as the remaining construction expenses are expected to be paid by the funding package, when an active funding package is available. The cost is also determined based on an existing ILRW water mainline pipe parallel to the new service address. When the mainline is parallel to the service address, the sign-up cost is $1,650. When additional mainline is needed to bring water to the service address, the sign-up cost is typically $4,650, with the review of various factors, such as need and location. Please contact ILRW project development representatives to further discuss your location of interest, cost preperations, and the construction schedule.
The sign-up cost includes $150 for activation and the remaining goes towards the installation fee for a portion of the construction cost. To initiate the sign-up process, ILRW will accept $650 with a completed sign-up form. The $650 is the $150 activation fee with the $500 partial cost of the installation fee. The remaining balance of the installation fee is due prior to being placed on the construction schedule.
ILRW installs a meter and the service line to the home or pit, then the customer is responsible for having a plumber come and make the final connection.
The sign-up cost is reviewed by the Board of Directors annually and adjusted only if deemed necessary. The Board adjusted the installation fee in 2022 within the existing service area.
Installation Date
If a customer signs up for rural water and once the full amount ais paid, ILRW will move forward with installing the mainline if required and the service line once all the paperwork is complete, including permits, agreements, and easements.
Your installation date will be determined by a number of factors, including the number of people that need to be installed that year, weather, easements, permit acquisition, equipment, material supplies available, etc.
The construction superintendent may be able to give you a tentative date, please note the date given is subject to change depending on the above mentioned circumstances.
Paying Your Monthly Bill With A Credit Card, Debit Card, or Electronic Check
As part of our commitment to provide members with efficient and convenient service Iowa Lakes Regional Water has partnered with XPRESS Bill Pay to offer payment of monthly utility bills over the Internet at https://xpressbillpay.com/#/?org=ilrw10775.
Customers will have to register and will need the following information to setup their XPRESS Bill Pay account:
- E-mail address
- Secure Password
Customers can utilize XPRESS Bill Pay to pay with credit, debit, ACH, pay by phone or electronic check. The pay by phone option is available by calling 888-305-3327 to access the automated IVR (Interactive Voice Response System). If you prefer to speak to a live operator, you may call 800-720-6847.
ILRW does now accept payments over the phone at (712) 262-8847.
Customers utilizing XPRESS Bill Pay will see the added benefits of now being able to view their current balance due and the history of their usage and payments, receive email and text message notifications, utilize the easy-to-use app, as well as the ability to sign-up for ACH (automatic monthly bank withdrawal).
XPRESS Bill Pay, the service provider, does charge a convenience fee for payment processing when using credit, debit, or electronic check. The fee for electronic check processing is $1.49 and for credit or debit cards the charge is $3.50. Customers who pay by ACH through ILRW directly do NOT have any convenience fees that apply for the processing.

Monthly Minimum
All customers are required to pay a monthly minimum. Iowa Lakes Regional Water obtained loan and grant funding when building the original system and all the expansions necessary to provide you water. At Iowa Lakes Regional Water, the water rates are structured to repay federal loans, known as debt service. Please acknowledge, the monthly minimum represents only debt service requirements that are owed to the lenders to submit payments on the funding that built the infrastructure.
